Quota History

When the first Quota Clubs were chartered in the Province of Ontario they were assigned to the Seventeenth District, Quota International Inc. Which was located in the state of New York.

At a Meeting of the Board of Directors June 24-26 1945, a decision was made to split over-large districts. The decision was based in great part on the problems that Governors had in traveling to all of the clubs in large Districts due to wartime rationing and pressure of personal needs.

Hence, the establishment of the first Canadian District. The Eighteenth District, Quota International Inc. was brought into existence at the October 1945 conference.

Our first District Governor was Helene Mackenzie, a charter member of Quota Club of Hamilton and former President of the Quota Club.

Helene, was a dedicated Quotarian and as Governor directed her energy to the chartering of new clubs and uniting all of the clubs in District 18 as a "Family". The warm fellowship and friendship that exists today between clubs in the Eighteenth District is part of the heritage that comes to us from Helene's love for Quota. This harmony is passed along through each Governor even today.

Helene Mackenzie passed away in 1978 and at the District Conference that year past International President Dorothy Milligan, a member of the Ottawa Quota Club, a very dear friend of Helene Mackenzie made a generous donation to initiate an "In Memorium" fund to honor her memory.

In 1981 at the annual Conference, a recommendation came from Naserince Canaran, a member of the St. Thomas club, that a bona fide trust fund be established.

Today the Helene Mackenzie and past Governors of District 18 Fund continues to receive donations to assist projects within the hearing and speech mandate and works closely with the Canadian Hearing Society.
